DEMERIT POINT SYSTEM

The Demerit Points System was introduced to increase awareness and compliance of motor vehicle drivers with traffic regulations.

Drivers who frequently commit traffic violations and have a record of violations are more likely to endanger other road users.

The implementation of the Demerit Points System is seen to be able to deter motor vehicle drivers from continuing to commit violations and ultimately contributing to accidents and loss of life.

For holders of a Competent Driving Licence (CDL), actions are taken based on the total demerit points accumulated:

Rules for Competent Driving Licence (CDL) Holders

First 20 points: A warning is issued.
Second 20 points: First suspension of the driving licence for 6 to 8 months.
Third 20 points: Second suspension for 8 to 10 months.
Fourth 20 points: Third suspension for 10 to 12 months.

If a CDL holder’s licence is suspended three times within a period of five years, the licence will be cancelled.

For holders of a Probationary Driving Licence (PDL):

Upon accumulating 20 demerit points, the driving licence will be cancelled immediately, without suspension stages.

Drivers who reach the required demerit point threshold for a warning, suspension, or cancellation will receive an official notice. The suspension or cancellation takes effect once:

The driver surrenders their licence, or
21 days have passed from the date the notice is issued.

Any driver whose licence is suspended or cancelled must surrender their licence at a JPJ office and is strictly prohibited from driving.

In Malaysia, PDL (Probationary Driving License) is a temporary license for new drivers after passing tests, requiring a 2-year probation with ‘P’ stickers and strict demerit points
CDL (Competent Driving License) is the full, unrestricted license obtained after successfully completing the PDL period, allowing renewal for longer terms and leading to vocational licenses.
